Yes. If you're not currently enrolled at a university — high school athletes, gap-year players, international prospects — you're allowed to contact college coaches at any time, and coaches expect it. If you're already enrolled at a university and want to change schools, you can contact coaches once you've entered the transfer portal. PlayPortal simply helps you do the outreach well and at scale. You'll still need to register with the NCAA Eligibility Center (or NAIA equivalent) separately to be eligible to compete.

Starting around 3 months before your intended enrollment is enough time to run the full process comfortably.
